You can add an animation layer in Photoshop by using the Timeline panel.
Open the Timeline panel by going to Window > Timeline.
Click the Create Frame Animation button at the bottom of the panel.
This will create a new animation layer, and you can add frames to it by clicking the + button.
You can then create your animation by changing the content of each frame.
Adding Frames:
- Adding a frame: Click the + button to add a new frame to your animation.

- Saving as a video: You can save your animation as a video by going to File > Export > Render Video.
